About Horizon

Founder, President

Mark A. Congdon, AIF

Mark started his financial services career in 1986 and founded the firm that is now known as Horizon Financial. He is an Accredited Investment Fiduciary with a degree in Economics and Management from SUNY Geneseo, and he has designed retirement workshops for corporations including Kodak and Xerox. Outside of work, he lives in Geneseo with his wife Susan, enjoys time at the family cottage in the Thousand Islands, and is known for his Civil War and Underground Railroad memorabilia collection.

Senior Financial Advisor

Timothy R. Hammond

Tim has been with the firm since 1996 and serves as a senior financial advisor, helping clients navigate planning, reviews, and complex situations with a concierge-style mindset. He graduated from SUNY Geneseo with a degree in Communications and remains deeply rooted in the community. Outside the office, he serves with the Geneseo Fire Department and enjoys hockey and coaching youth sports.

Chief Executive Officer / Chief Compliance Officer

Michael Congdon

Michael serves as both Chief Executive Officer and Chief Compliance Officer, helping set corporate strategy while ensuring the firm operates within its written policies and evolving regulatory requirements. He also serves on the investment policy committee, helping evaluate data, portfolio performance, and portfolio theory. Outside of work, he enjoys time with his wife Erin and their family in the Thousand Islands.
